Josh leads Steer’s economic development offer through our specialist division, Steer Economic Development. With over 20 years’ experience, he advises public, private, and third sector clients on all aspects of economic development, with a focus on driving innovation, inclusive growth, placemaking, and net zero ambitions.

Based in Leeds, Josh bridges economic development, transport, and property, helping clients develop more integrated and impactful strategies. He specialises in strategy development, business case making, and evaluation across regeneration, housing, innovation, enterprise, and net zero policy areas.

Josh is highly skilled in baselining, evidence building, partnership facilitation, and consensus development. He leads much of our place-based strategy work, supporting clients to adopt ambitious, carbon-neutral approaches to local growth. He also has extensive experience in strategic infrastructure and area-based capital investment, advising on major funding programmes such as the Housing Infrastructure Fund.

A highly experienced evaluation director, Josh helps clients apply HMT Green Book and Magenta Book principles to assess the impacts and value for money of interventions. His evaluation portfolio spans national programmes for clients such as BEIS, UKRI, DLUCH, Homes England, DfT, and DCMS.

Josh began his career in commercial property investment before transitioning into economic development consultancy and later leading policy and research at the Joseph Rowntree Foundation, where he designed the Cities and Inclusive Growth programme.
