The ScotRail franchise, operated by Abellio, had the objective to reduce ticketless travel and fare evasion and to maximise revenue. A key tool in meeting this objective is to encourage the franchisee to reduce ticketless and fraudulent travel.
ScotRail had a Committed Obligation to Transport for Scotland to undertake an independent audit of ticketless travel.
In 2015 and 2017, Steer was commissioned by Abellio ScotRail to manage fare evasion surveys on the full ScotRail network.
Our team was involved in all aspects of the survey, from designing the survey questionnaire, preparing the fieldwork, briefing and managing our subcontractors who undertook the fieldwork, to completing the post-survey data cleaning, analysis and reporting outputs to the client.
Successes and outcomes
We provided Abellio ScotRail with the estimated ticketless travel rate and associated revenue-at-risk. These outputs now enable Transport for Scotland to monitor ScotRail’s performance.
